Important notice for or Albanian beneficiaries: Guidelines for procedures of foreign-financed projects

Based on Instruction No. 10 of the Ministry of Finance of the Republic of Albania, dated on 12th July 2024, which sets out the rules and procedures for the registration, use, reconciliation, reporting, and publication of foreign financing funds, within the framework of international agreements, we are providing the Guide for Procedures of Foreign-Financed Projects according to the Full Treasury Scheme.

The Instruction stipulates that projects financed by foreign grants shall be implemented by Public Institutions according to the Full Treasury Scheme, where funds are disbursed and managed through the Treasury Single Account (TSA) at the Bank of Albania.

Public institutions, through the Project Implementation Units (PIUs), will follow a detailed process that includes:

  • confirmation of the TSA and issuance of the Financial Identification Form (FIF);
  • disbursement of funds by donors and accounting in the SIFQ system;
  • allocation of funds for expenditure, execution of project payments, and monthly reconciliation with the treasury;
  • carrying over of unused funds at the end of the fiscal year.

This Instruction aims to strengthen transparency and control over the use of foreign funds, replacing previous instructions in this area.
