About us
Upon successful cooperation on the IPA Cross-Border Cooperation Programme Montenegro – Albania 2007-2013 (IPA I), and successful implementation of the IPA Cross-Border Cooperation Programme Montenegro – Albania 2014-2020 (IPA II), the IPA cross-border cooperation programme Montenegro – Albania for 2021-2027 was established as the new cross-border programme under IPA III.
The responsible CBC structures/relevant authorities in the IPA III (Indirect Management by Montenegro) participating countries are:
- In Montenegro: – Ministry of European Affairs (Managing Authority) – Ministry of Finance – Directorate for Finance, Contracting and Implementation of EU Assistance Funds (CFCU, Intermediate body for financial management);
- In Albania: State Agency of Strategic Programming and Aid Coordination of the Republic of Albania.
The Joint Monitoring Committee (JMC) is in charge of monitoring the overall implementation of the programme and it consists of representatives of two beneficiary countries, Montenegro and Albania who have an equal status in the JMC.
The JTS/Antenna Offices of the joint technical secretariat (JTS) are in Podgorica, Montenegro – JTS Main office and in Shkodra, Albania.
The programme overall objective/impact is To promote good neighbourly relations, foster Union integration and contribute to social, economic and territorial development by improving the quality of life of the population in the programme cross-border area by tourism development based on cultural/natural heritage and by protecting the environment.
The Programme thematic clusters (TC), thematic priorities (TP) and specific objectives/outcomes (SO) per thematic priority are:
TP0: Technical Assistance
- SO 1: To ensure the efficient, effective, transparent and timely implementation of the cross-border cooperation programme as well as to raise awareness of the programme amongst national, regional and local communities and, in general, the population in the eligible programme area;
Thematic Cluster 2: Greener and Improved resource efficiency
- TP2: Environment protection, climate change adaptation and mitigation, risk prevention and management;
- SO1: The cross-border territory is more environmentally sustainable and resilient;
Thematic Cluster 4: Improved business environment and competitiveness
- TP 5: Tourism and cultural and natural heritage;
- SO1: Cross-border tourism and cultural/natural heritage contributes more to cross-border economic development;
- SO2: To upgrade the competitiveness of service providers/SMEs in the tourism sector;
- NB: The thematic cluster TC 5: Improved capacity of local and regional authorities to tackle local challenges will be mainstreamed. Beneficiaries’ proposal for the mainstreaming of this thematic cluster is presented in the programme document.
The total programme cost 2021-2027 are EUR 13.970.000, while the total EU contribution for 2021-2027 is EUR 11.900.000.
The Programme area is the following:
Montenegro:
the municipalities of Andrijevica, Berane, Plav, Petnjica, Rožaje, Podgorica, Cetinje, Danilovgrad, Budva, Ulcinj, Bar, Gusinje, Tuzi and Kolašin;
Albania:
Shkodra and Lezha Regions; Municipality of Tropoja.
